Iran and Syria were instrumental in the creation of Lebanese Hizbullah 25 years ago, and although all three actors have faced significant outside pressures during that time, their relationship has endured. Yet the relationship has evolved, too, with Hizbullah now a major player in Lebanese politics due to its constituent outreach and its maintenance of a militia that rivals the national army. This article examines the evolutionary process and assesses its implications for policymakers.

Der Beitrag untersucht auf der Basis iranischer Medienberichte, wie nicht gewählte Institutionen und Individuen in Iran, insbesondere Wächterrat und Vermittlungsrat (engl.: Expediency Council) von ihrer Möglichkeit Gebrauch machen, Initiativen der gewählten Organe zu vereiteln, und quantifiziert die Reaktion der Wählerschaft auf diese Situation (u.a. abnehmende Wahlbeteiligung). Zu den Aufgaben des iranischen Wächterrats, der aus zwölf Mitgliedern besteht (sechs Kleriker, sechs Juristen), gehört laut Verfassung und Wahlgesetz auch die Kontrolle aller Wahlen (Parlament, Staatspräsident, Expertenrat) einschließlich der Entscheidung über die Zulassung der Kandidaten und der Zustimmung zu den Wahlergebnissen. Umstritten ist die Interpretation des Verfassungsauftrags als "billigende Kontrolle" (nizarat-i istiswabi; engl.: approbatory supervision). Wie die Analyse der Einflussnahme des Wächterrats auf die Wahlen der letzten Jahre zeigt, hat er seine Befugnis extensiv genutzt, um missliebige Kandidaten von öffentlichen Ämtern auszuschließen. Er stellt damit das größte Hindernis für eine demokratische Entwicklung dar. (DÜI-Hns)
